Congress granted the National Technical Information Service (NTIS) the Joint Venture Partnership (JVP) authority in 1988. The JVP program is unique in the federal government and gives NTIS the ability to leverage leading, innovative companies to its government customers to solve complex data challenges. With the JVP, NTIS can engage with customers and solution providers in a collaborative fashion, to craft optimum solutions. This ability to collaborate in defining the problems and solutions is a powerful characteristic of the JV program.

The JVP Program also allows NTIS to move quickly, bringing industry-leading partners to government agency customers at the velocity of the government's needs, using pre-established partnership agreements. Our target time is 60 to 90 days from the time you bring a problem to us to the time that work on your project begins!

The Joint Venture partners are industry leaders in data discovery, usability, accessibility, interoperability, analytics, security, and privacy. We work with the nation’s top private-sector companies, nonprofits, NGOs, and academic institutions. These partners are sought after by federal agencies struggling with complex data challenges. They are an incredible asset to the government, and are engaged in partnership with NTIS -- having been chosen using a merit-based process designed to gather the best industry has to offer.
